As countries around the world arm themselves head to toe, Estonia – a NATO member ally – is also undergoing an extended military revolution. Recently, the authorities of the small, democratic Baltic nation redirected a dedicated €500 million budget, originally designed to purchase armored vehicles for infantry, into drones and air-defense systems.

Estonia has made this crucial shift at a timely moment. As a nation of only 1.3 million people, smaller in size than Ukraine (45,000sq.  km) and bordering Russia, Estonia found itself anxious as the Russian Army raided Ukraine in 2022 – especially given that its short-lived independence obtained in the 1920s was terminated by Nazi Germany and the Soviet Union during World War II.

Estonia, known as a powerhouse of digitalization, cybersecurity, software, and IT, and home to well-known companies, such as Skype, Bolt, and Wise, is now rapidly leading the creation of an unmanned armed systems ecosystem. This is crucial for a small nation whose conventional military force is estimated at 7,000 active service soldiers, emphasizing its deep dependency on NATO’s protection against Russian aggression.

In June 2026, the government published the new Unmanned Vehicles Roadmap for 2026-2030, designed to facilitate tight coordination between the governmental sector, private companies, and academia. The goal is clear and ambitious: turning Estonia into a global leader in developing, testing, and deploying unmanned systems – including specialized testing zones designed to trial drones under electronic warfare and jamming conditions.

Tallinn inaugurated this roadmap following the approval of a new bill formulated by the Ministry of Justice and Digital Affairs. The bill authorizes Estonia’s military (EDF), local police, and critical infrastructure organizations to identify and intercept hostile drones during peacetime, using kinetic and electronic warfare tools. On a more tactical level, Estonia’s Ministry of Interior announced the deployment of operational surveillance systems responsible for detecting hostile drones launched from Russia. By the end of 2026, the system is expected to cover the entire 294-kilometer Russian border.

These steps follow the recent agreement signed between Ukraine and Estonia on the sidelines of the NATO Summit in Ankara, which aims to promote cooperation in drones. Building on Ukraine’s battlefield experience, its effective usage of unmanned systems, and its growing indigenous drone sector, the agreement goes beyond simple knowledge transfer: It paves the way for joint ventures and local manufacturing of Ukrainian-proven defense tech on Estonian soil, while also helping Tallinn address manpower constraints. Beyond drones, the agreement fosters the transfer of knowledge and technologies, focusing on crucial aspects of drone industry, notably IT and cybersecurity.

Estonia is a relatively new nation, having regained its independence only after the end of the Cold War. Yet, its leaders have since worked hard to transform a country where citizens in the 1990s hardly knew what a credit card was into a well-educated, vibrant, and technologically driven society. Despite its proximity to its neighbor – and possibly because of it – Estonia successfully became a global hub for cybersecurity, emerging as a leader in NATO cyber defense following the massive 2007 Russian cyberattacks that served as a critical wake-up call.

Building on this recovery, determination, and talented human resources, Estonia is not lagging: It faces contemporary security challenges by aspiring to become a leader in unmanned systems. Beyond crucial tactical and operational benefits – such as compensating for territorial and manpower disadvantages, strengthening sovereign defense, and improving counter-drone capabilities – Estonia’s drone ecosystem will impact the broader regional security architecture in the Baltic area and northeastern Europe.

As Russia’s intimidation and hybrid warfare tactics – including the use of drones against NATO members, such as  Poland, Romania, and Lithuania – increased in 2025–2026, Estonia’s buildup is crucial for maintaining NATO’s deterrence and defense in the region. Estonia also benefits by positioning itself as a valuable ally to the United States as the Trump administration consistently urges allies to increase collective defense burden-sharing.

Estonia, as a small, hi-tech, developed, and externally threatened country, has the initial conditions and high potential to succeed. It can serve as a role model for other small and medium-sized countries for how to protect themselves through innovative, cost-effective means.
